The Department of Public Service and Administration plays a key role to ensure efficient and effective management and development of Human Resource in the county. It handles General administration services, which include record management and general support services.
Roles and responsibilities
The management of human resource in the country is professionally done. The County Public Service Board is professionally run by a competent team which makes decisions for implementation the department of public service. The department has established County Human Resource Committee to deliberate on all HR issues before recommending to the County Public Service Board for decision.
Human resource audit. The purpose was to determine the number of employees in the county and their details in terms of age, cadre, academic qualifications, staffing level and cost implication on the wage bill. Information collected was also necessary for planning and budgeting of personal emolument. It has also been useful in identifying areas that needs intervention in terms of harmonization of terms of service, training, deployment of staff and other related HR issues.
Ensure appropriate organizational structures are developed and workload analysis are carried out to determine optimal staffing level.
Development of County Integrated Payroll Personnel Database (IPPD) through the support of the Transition Authority (TA) and Directorate of Public Service Management (DPSM) which offers technical support to the county on system development and upgrade.

Development of organization structures which was facilitated by the National Public Service commission.
Induction training has been done for all cadres of staff in senior management, strategic leadership, record management, various short courses, technical courses and masters programs have been offered to a number of employees by various government institutions.
Developed and implemented the performance appraisal system.
The county Government of Murang’a having a clear vision of the direction the county should take, appreciates the need for training and development of all its employees. Training and development opportunities are continually offered to improve work performance and personal development. Training needs assessment is conducted annually and various workshops and seminars held.
